
An Overview of the New RPID

As of March 25, 2025, the Government of Canada has implemented a major change for refugee claimants: the traditional Refugee Protection Claimant Document (RPCD) — commonly known as the “brown paper” — has been replaced by a new photo identification card called the Refugee Protection Identity Document (RPID).
This update, introduced by Immigration, Refugees and Citizenship Canada (IRCC) in coordination with the Canada Border Services Agency (CBSA), marks a significant step forward in how Canada supports and documents those seeking refugee protection.
What’s different with the new RPID?
The RPID is an official photo ID card designed to enhance the security, integrity, and dignity of refugee claimants. Unlike the old paper RPCD, the RPID is a durable, modern document aligned with other government-issued IDs in Canada.
Key features of the RPID include:
Photo of the claimant.
Bilingual design (English and French).
Excludes sensitive personal data, such as the claimant’s eligibility decision or sex/gender identifier.
The exclusion of gender markers is a positive change for those seeking asylum on the basis of gender identity, reinforcing Canada’s commitment to inclusivity and privacy.
What should current claimants do?
Claimants who currently hold a valid RPCD can continue using it until it expires.
Once expired, they will need to apply to renew or replace it with the new RPID.
Starting April 1, 2025, expired RPCDs will no longer be valid.

With the RPID, refugee claimants will be able to access essential services such as:
The Interim Federal Health Program (IFHP).
Other public services and benefits available to refugee claimants in Canada.
Additionally, the photo ID format makes it easier for institutions to recognize and verify claimants, improving day-to-day interactions and access to support.
